The US uniform school system, for instance, was created to mediate the Catholic loyalties held by thousands of immigrants; it relied and still relies upon state instrumentality to forge civic unity. The Netherlands’ system, in contrast, became increasingly pluralistic and oriented toward civil society instead of the state.
