This northward flow of workers continued as new sources of low-skill employment, such as warehouses, railroad yards, and ship channel construction work, emerged. The first major Mexican neighborhood took shape during the first ten years of the century in the Second Ward east of downtown; other communities appeared during the second decade of the 1900s, in such nearby neighborhoods as Magnolia Park. Gradually, Mexicans transformed these previously all-white communities into ethnic, working-class districts.

Thus, an obvious limit to caring exists when teachers ask all students to care about school while many students ask to be cared for before they care about. With students and school officials talking past each other, a mutual sense of alienation evolves. This dynamic is well documented in thinking about caring and education. Less obvious to caring theorists are the racist and authoritarian undertones that accompany the demand that youth at places like Seguín High “care about” school. The overt request overlies a covert demand that students embrace a curriculum that Introduction 25 either dismisses or derogates their ethnicity and that they respond caringly to school officials who often hold their culture and community in contempt.

At Seguín, they tend to overinterpret urban youths' attire and off-putting behavior as evidence of a rebelliousness that signifies that these students “don't care” about school. Immigrant students, on the other hand, are much more likely to evoke teachers' approval. They dress more conservatively than their peers and their deference and pro-school ethos are taken as sure signs that they, unlike “the others,” do “care about” school.
