The drop probability increases as the level of congestion increases. Since RED behaves in anticipation of congestion, it does not suffer from the lock-out and full-queue problems [FLO 93] inherent in the widely deployed Drop Tail (FIFO) mechanism. However, like Drop Tail, RED is not able to penalize unresponsive flows. The resulting percentage of packets dropped from each flow over a period of time is almost the same.
