The decentralised nature of the system is emphasised by a commitment to the procedures of direct democracy in which referendums are used regularly to make decisions. In this way, many decisions have to be taken at the level of the commune first, then at the level of the canton, and only then, if at all, at the confederal level (OECD, 1991: p. 56). A federal tribunal, comprised of thirty judges appointed for six-year terms, has final jurisdiction in disputes between cantons and the confederal authorities, and between cantons.
This involved the use of superordinate goals, that is, goals which both groups wanted to achieve, but which neither could achieve independently. In fact most of the superordinate goals in the study had to be specially organised by the researchers to occur ‘spontaneously’ and their positive impact only became evident over a number of specific instances. One example of a superordinate goal was when the boys were told that the truck carrying the food for the evening meal had driven off the road into a ditch.
However, the general pattern of results was maintained: when people were categorised into two groups, even on an overtly random, trivial or transient basis, then they behaved in a way which favoured members of their own group and discriminated against members of the other group. When the mechanism for demonstrating this behaviour, through the awarding of points on the number pairs, was changed so that their monetary value was removed, that is, they were simply described as ‘points’, the discriminatory behaviour was actually enhanced.
