Section 4189 applies the same punishment to both offenders, the white and the black. These policies also typically include types of behavior that are acceptable or inappropriate on school campuses (or even beyond school doors). The enactment of VAWA 1994 culminated an effort begun in 1990 to draft and pass what became this landmark legislation. However, with a lack of trained personnel to run the organization, the move did little to help the economy. The point of moral principles, on this view, is to give ethical structure to the pursuit of these basic goods; moral principles enable us to select among competing goods and to define what a human being can permissibly do in pursuit of a basic good.
